Shaping the future of employment services

August 2026

Employment services have the potential play a crucial role in supporting people from refugee backgrounds to make the transition to work in Australia. However, RCOA has consistently heard from refugee and humanitarian entrants that employment services can create more barriers to securing meaningful and sustainable employment.

RCOA has therefore welcomed the Federal Government’s proposal to reform Workforce Australia. This is an opportunity to create an employment services system that:

  • can cater for the diverse experiences and supports that jobseekers need to move towards meaningful employment
  • recognises that people from refugee backgrounds experience a range of employment barriers requiring tailored interventions
  • recognises that we need a well-integrated ecosystem of services to support sustainable employment outcomes
